Can a 9.9hp 270 RIB tow a 2 person Towable Tube?
Any recommendation on where and how to tie it on the Stern of the RIB?
Answer:
Wish I were there with a camera, Much ado about a non-event. the engine is too small to tow much more than midgets or 1 child.
I had a 9.9 Honda on a 3.10 Avon and it was a marginal joke for even planing 2 people and a couple of 5 gal water jugs out to the mother ship.

Towable Tubes for Kids
If you have a boat you've probably seen people towing water toys and thought about getting one for a fun time on the water with your family, but you're not sure how to choose one, how safe they are, and whether your children can ride. Towable tubes for kids are a great idea, and a really fun way to bond with your children. Keep all the safety precautions in mind you usually would for being on the water, and get ready to have a great time.
To ride on of these inflatable toys all you really need to be able to do is hold on. The inflatable is attached to the boat by a tow rope or harness and the rider holds onto the tube, while laughing and enjoying a fast ride gliding above the water.
There are towable tubes meant specifically for kids, but they can also ride on ones meant for the whole family. There are single rider ones, ones meant for two riders, three...up to a dozen. As you go up in the number of riders they will go up in price, so keep that in mind. The prices on these range from around $100 to a few thousand. They come in all different styles, shapes, and colors so there is definitely something out there that will fit your families needs and personality.
In terms of safety you'll want to have life vests for everyone who will be riding, and consider getting water helmets. This way if your children bump their heads they won't have any problems in the water. Anyone who rides needs to be a strong swimmer in case they slip in the water, this rule should not be negotiable.
A day on the water can be enjoyed by the whole family, and towable tubes for kids is a great way to make sure everyone has a fun day.
