Proposal for a 2 Year Agreement for Game Assignments Between

the Allegheny Lacrosse Officials Association (ALOA), Charlie Knoer, President
and
the Western Pennsylvania Scholastic Lacrosse Association (WPSLA), Brian Novotny, President
and
the Western Pennsylvania Middle School Scholastic Lacrosse Association (WPMSLA), Dan Donnelly, President

Proposal Date:        12/1/02

If agreed upon in its present or subsequently modified form, both parties agree to abide by the terms of this agreement for the duration of the contract.

1.    There will be a Chief Assignor, as specified by the ALOA By-Laws and Constitution.

2.    There will be an Associate Assignor appointed with the advice and consent of the ALOA Board of Directors.  Additional Associate Assignors will be appointed when, in the opinion of the ALOA Board, additional manpower is needed.

3.    The Assignor and Associate Assignor(s) will be responsible for:
        a.    Creating a Master Schedule of all WPSLA and WPMSLA games,
        b.    Creating a Master Schedule of all official’s availabilities,
        c.    Assigning all ALOA officials to schedules games based on their availability,
        d.    Assigning, with input and assist from the WPSLA, of officials for the MSLA tournament, WPSLA playoff                                tournament, and State championship tournament,
        e.    Assigning other leagues/associations as requested by the WPSLA.

4.    The Assignor and Associate Assignor(s) will be paid a fixed fee by the ALOA as determined by the ALOA Board

5.    Expenses for the assignors will be paid by the ALOA within a budget specified by the Board.

6.    All member schools of the WPSLA and WPMSLA will pay an assigning fee to the ALOA, which will be due at the time of delivery of the assignment schedule as follows:

        a.    Each program will have a base-assigning fee equal to the fee of one varsity game assignment for that season.  High school teams (varsity and junior varsity teams) are considered one program, and middle school teams of a particular school/association are considered one program for the purposes of this agreement.

For example:  If team A has a varsity high school program only, at current game fees, that team would owe a total of $50.00 for their game assignments.  If team B has a varsity and junior varsity high school team, that program would also owe a total of $50.00 for their game assignments.  If program C has varsity and junior varsity high school teams, a middle school program of several or just one team, that association would owe $50.00 for the high school game assignments, and $50.00 for all of their middle school game assignments.  The chart below provides a better example of how this will work

* Based on current 2003 fees of $50.00 for a varsity high school game, and $50.00 for a varsity middle school game.

        b.    All high school programs must deliver schedules to the assignors (or be postmarked) by February 15th of the current season.  A penalty of $25.00 a business week will be assessed for failing to meet this requirement.  All middle school programs must deliver schedules to the assignors (or be postmarked) by March 15th of the current season.  A penalty of $25.00 a business week will be assessed to programs for failing to meet this requirement.

            i.    These team schedules will be reviewed by the assignors and the relevant league presidents to ensure their completeness and accuracy.

            ii    If conflicts in the schedules are identified, these will be resolved as soon as possible by the leadership of the relevant league.  These conflicts will not affect assignments of other games played by these teams, nor will it affect completion of assignments (and delivery of the schedule) for the team.  It may result in certain games not being assigned in the initial submission, if the conflicts cannot be resolved in a timely fashion.

        c.    All ALOA officials must turn into the assignors their availability sheets by February 1st of the current season.  A penalty of $5.00 per business day will be assessed to the official for failing to meet this requirement.

        d.    The officials’ assignments to each high school program and to the individual officials will be delivered (or postmarked) by March 1st of the current season.  A penalty of $25.00 per business week per program will be assessed to the assignors for failing to meet this requirement.  The officials’ assignments to each middle school program and to the individual officials will be delivered (or postmarked) by April 1st of the current season.  A penalty of $25.00 per business week per program will be assessed to the assignors for failing to meet this requirement.  

        i.    Game officials will have 5 business days to make ‘turn-backs’ to their schedules.  A late fee of $5.00 per day will be assessed for failure to meet this requirement.

        e.    At the time that schedules of game assignments are delivered to the League Presidents and to the team representatives, payment will be due to the ALOA.  The payment from the teams will be calculated as follows:

            Base Fee per Program:    One official’s varsity game fee (Currently $50.00)
            Plus:    +            $25.00 per week for late delivery of team schedules
            Minus:    -          $25.00 per week for late delivery of team officials assignments.

            For Example:  If Program A (a high school program with a varsity and junior varsity team) turns in their schedules one week late, and the assignor returns the assignments to team A two weeks late, the payment owed would be calculated as follows (based on current game fees of $50.00 for a varsity contest):

            Late assignment fee (2 [weeks] x &25.00)  -  $50.00

                                                            Total Due:      $25.00

        f.    Schedules returned to the teams will reflect their game officials for each game for the entire season.  Please be aware that some assignments my change due to turn backs by officials, injuries, illness, or the need to move an official to a different contest for emergency reasons.  If major changes to teams schedule occur, the team will be notified of the new officials assigned.

7.    The fees for the Assignor and Associate Assignor(s) will be paid from the funds collected from the assigning fee charged to each program and from the dues of the ALOA members.  If any penalties are incurred by the ALOA for failure to meet the scheduling requirements of this agreement, this amount will be deducted from the assigning fees paid to the assignors by the ALOA.

8.    Inclement weather and game cancellations

GAME CANCELLATIONS:

        a.    If a game is cancelled or rescheduled for any reason and the game officials are notified at least four hours prior to the scheduled start time of the game, no game fee is owed to the officials.

        b.    If a game is cancelled or rescheduled for any reason and the officials are not notified at least four hours before the scheduled start time of the game, all assigned officials will be paid one full game fee.

        c.    If a game is started and cannot be completed for any reason, a full game fee will be due to the officials.

INCLEMENT WEATHER:

        a.    If a game cannot be started due to inclement weather once the officials have arrived, a half game fee will be paid to the officials.

        b.    If a game is started and has to be stopped for any reason, the game officials will be paid the full game fee.  If the contest is a varsity / junior varsity double-header, and only the first game got started, only one game fee is owed.  If play was stopped once the second game started, both game fees are owed to the game officials.

9.    The term of this agreement shall be two years, and can be renewed without modification if all involved parties agree to do so.

10.    Game Fees for 2003

        a.    Game fees for the 2003 season will remain the same as last season and are list below.  All varsity high school games will have three officials assigned to their games.  In some cases in an emergency situation only, two officials may be assigned to a high school varsity contest.  Junior varsity, and middle school games will have two officials assigned.
